1. Physical Dimensions and Composition

  • Photo Size: 35 mm x 45 mm.
  • Head Measurement: The distance from the chin to the top of the head must be between 30 mm and 36 mm.
  • Centering: The head must be centered and the person must face the camera directly (full-face view). The head must not be tilted or turned to the side.

2. Quality and Technical Standards

  • Resolution: High quality with sharp focus; it must be a faithful representation of the person.
  • Color: Both color and black-and-white photos are technically acceptable, though color is the modern standard for biometric accuracy.
  • Paper: Must be printed on high-quality photo paper.
  • Condition: The photo must be clean, with no folds, creases, ink marks, or staples.
  • Recency: The photo must be recent.

3. Facial Expression and Lighting

  • Expression: Neutral facial expression with the mouth closed.
  • Eyes: Eyes must be open, clearly visible, and looking directly at the lens. They must not be covered by hair.
  • Lighting: Even illumination across the face. No shadows on the face or the background.
  • Red-eye: Photos with "red-eye" or flash reflections on the skin are not permitted.

4. Background

  • Color: Must be a plain, light, uniform background without any patterns or objects.
  • Contrast: The background must provide clear contrast between the person and the surroundings.

5. Glasses and Headwear

  • Glasses: Highly recommended to remove glasses to avoid rejection. If worn:
    • Eyes must be fully visible.
    • No reflections on the lenses.
    • No tinted or dark lenses.
    • The frames must not cover any part of the eyes.
  • Head Coverings: Generally not allowed except for religious reasons. If worn:
    • The face from the chin to the top of the forehead must be fully visible.
    • No shadows should be cast on the face.

6. Children

  • Children must follow the same rules (facing forward, eyes open, neutral expression).
  • No other person or parts of another person (like a parent's hand) may be visible in the photo.
